There are four route cause problems in a live UMTS network congestion which are power congestion, Channel Element congestion, Iub congestion, and DL (Downlink) Code congestion, which affects the use of the user experience cause customer complain later. This paper proposes optimization downlink power utilization by applying Dual Beam antenna to decrease downlink power congestion from number of Soft Handover Overhead (SHO) because while UE clamp on 3 active set (3 radio links) in live UMTS network. The Soft Handover Overhead must be increased by itself this is the problems caused by multiple cell overlapping coverage between sectors. Than for solution to the optimization via Dual Beam antenna can improve and decrease number Soft Handover Overhead (SHO) in live UMTS network. We can define by 2 counters to measure DL power congestion by TCP (Total transmission Carrie) counters as name VS.MeanTCP: mean carrier transmit power in a cell, VS.MeanTCP.NonHS: mean downlink carrier transmit power for non-HSDPA in a cell (R99).The experimental results shows that the VS.MeanTCP increased to 50% and VS.MeanTCP.NonHS increased to 50%.
