Taungya was formed in 1995 as an unincorporated body. It was called the Committee for the Protection of Indigenous Culture. The primary focus was on indigenous culture because it was felt that the cultural fabric of indigenous society was being threatened by external interventions that were not in conformity with the rights, needs, and aspirations of the peoples of the Chittagong Hill Tracts (CHT). Later the scope of the organization was broadened to include the themes of development and environment, thereby also employing a wider perspective on indigenous culture. The organization was also renamed as “Taungya” in the year of 1996, and was finally registered with the Department of Social Welfare in 1998 and with the NGO Affairs Bureau in 2000
